Rob Scarrott

Rob is Director of Regulation for National Highways. He looks after the performance framework for the sector and strategic business plan submissions to DfT and Treasury.

Rob also has over 30 years' experience in water sector operations, asset management and regulation. He worked on the set up of Water Resources South East’s first plan in the late 90s. In addition, he chaired and helped set up West Country Water Resources. An environmental engineer by trade, Rob led the set up of biodiversity teams and wider catchment management. This extended the benefits to customers from water company investment. 

Rob has a strong customer ethos, and recognises the critical role that infrastructure businesses have in society.
